The first democratic President Nelson Mandela's Transformation of SAPS

South Africa became an international accepted democracy in 1994. Before 1994, South Africa was divided into the so-called TBVC (i.e Transkei, Bophuthatswana, Venda and Ciskei) stated which were self governed territories and development regions. In 1995 the then National Commissioner of SAPS General George Fivas has to amalgamate the TBCV into one South African Police Service and to align the new police service with legislation and the process of transformation in South Africa.
